Summary	0001114: no local audio when using ices plugin
Description	ices plugin should not be an output plugin but rather an effect plugin (_or_ something). when a user sends his/hers/its music to the server he/she/it most likely wants to listen to the music too. this is not possible with the current ices plugin. A quick poll on how people (not developers) want it to work will most likely show that the user wants to hear the music that gets streamed to the icecast server.
